Italy: what actually goes wrong

The setups that repeat in Italy, what the law here really says, and what to do if the police turn up. Plain, unhysterical, written for adults.

The Italian risk is almost entirely economic and concentrates in two places: pickpocketing in the tourist areas and bars with inflated bills, particularly around the central stations of Milan and Rome. Violence is rare. The staged scene is not, and it is always aimed at whoever let somebody else choose the venue.

The law where you are standing

Italy closed its licensed houses with the Legge Merlin in 1958 and has left the trade unregulated ever since. Selling and buying between adults are not offences. Everything organised around it is: a brothel, an apartment shared by two women, anyone taking a share, anyone advertising on another's behalf. Street work is restricted by municipal ordinance in most cities, with fines for the client, and several mayors enforce it in waves. Any payment to someone under 18 is a serious crime.

Almost nothing here is exotic. The same four or five scripts run in every city in Europe, and the only reason they still work is that men who feel embarrassed do not compare notes.

Two adults in a private room is not, by itself, a police matter in most of Europe. Stay still, stay polite, do not run and do not volunteer a story. You are allowed to say you would prefer to speak with a lawyer. Do not sign a statement in a language you do not read.
