In 1958 Italy made a choice no other European country copied and that no government since has been willing to revisit. The Merlin law closed the licensed houses and made everything around the act a crime - the house, the flat shared by two women, whoever takes a percentage, whoever acts as intermediary - while leaving the act itself outside the criminal code.
The result is a country that coexists with something it neither admits nor regulates. No register, no licence, no health checks. And because two women in the same flat already constitute the offence, Italy runs almost entirely on single individuals, private adverts and separate flats.
The ordinances that target you
The state does not punish the client; mayors do. For twenty years the large cities have used municipal ordinances to fine anyone negotiating in the street, with sums reaching several hundred euros and enforcement waves decided locally. Milan, Rome, Turin and Bologna have all had their season. It is the only sanction you genuinely risk, and it is avoided by not going near the street.
What goes wrong in Italy

A deposit asked of a stranger is the most reliable sign that there is nobody on the other side, and a price that moves once you are in the room is a method, not a negotiation.
